Capital Counsel is a UK based political and communications consultancy with a team based in London able to act and bring about change rapidly whilst advising and helping clients to deliver on what matters to them. We have years of practical experience of politics, communications, public policy and in leading trade associations, working in some of the most highly scrutinised and sensitive industries.
Our expertise covers the EU, Westminster and Whitehall, the devolved nations including Scotland and Wales and local government. We have extensive contacts across the political spectrum and within the UK based media including key environmental and political journalists.
We have extensive experience of working on regulatory issues across the UK and EU and have changed government policy and political thinking to the benefit of clients by delivering evidence-based public policy and communications campaigns.
We work with a range of clients currently including NGOs, trade associations, SMEs and large corporations. We would be able to advise you on the most appropriate strategy and help in its delivery and implementation.
Capital Counsel is registered with the UK government body that regulates lobbying and government relations activities.

Founder/CEO
Giles Roca, founder of Capital Counsel, has significant experience in EU policy making, Westminster and Whitehall, the devolved administrations and local government. He has worked in both the Scottish and Westminster Parliaments, including for the then Shadow Leader of House of Lords, and has a decade’s experience of holding senior positions in local government. Latterly, he has acted as the Chief Executive of trade associations in some of the most highly regulated and scrutinised industries advising and working with FTSE 100 companies.
Senior Advisor
Paul Stockall brings a wealth of experience working in highly regulated sectors for both multinational clients and SMEs and, most recently, was CEO of an international Biotech startup. Paul brings his considerable knowledge and experience in leading Capital Counsel’s ESG, net zero and insights work.
